BOARD MINUTES – Called Meeting

RANDOLPH COUNTY SOIL & WATER CONSERVATION DISTRICT

The meeting was called to order at 7:30 a.m. Frazier welcomed everyone to the meeting

An application for Chetan Singh to attend the 2003 Resource Conservation Workshop was presented to the board for approval. Chetan lives in Asheboro, but attends Greensboro Day School in Guilford County. Van Buggs, Guilford County SWCD, forwarded this application to the Randolph office. Alston made a motion to send Chetan Singh to the Resource Conservation Workshop at N.C. State University, June 15-20, 2003; Canoy seconded; motion carried. The District office will pay for his registration and meals.

Blackwood presented the following NCACSP Applications for approval:
-Danny Moore – cropland conversion – Alston made a motion to accept this application; Canoy seconded; motion carried.
-Wylie Brown – drystack – Canoy made a motion to accept this application; Moss seconded; motion carried. Mr. Brown has 4 houses in total, with two being built after the 1996 date. He is only eligible for cost share on two houses.
-James Wayne Simmons – drystack – Knott made a motion to accept this application; Alston seconded; motion carried.
-W. R. Farlow & Sons – closing out a lagoon – Knott made a motion to deny this application on the basis that cost share funds cannot be granted to undo a cost share practice that has been installed; Alston seconded; motion carried.
-John Lowe – dead bird disposal, compost king – The board decided not to act on this application until all of the information is completed on the application. This application will come back before the board at the May 12, 2003 meeting.
-Marion Frazier – pasture reseeding and sowing – Knott made a motion to accept this application; Canoy seconded; motion carried.
-Jerry Lyn Dodson – reseeding pasture and assistance with terraces backing up water on her horse farm – Knott made a motion to deny this application; Alston seconded; motion carried. Dodson purchased her property/farm in 2002.
-Wilbert Hancock –poultry waste storage facility –Canoy made a motion to accept this application; Knott seconded; motion carried.
-Darrel Wright – drystack – Knott made a motion to accept this application; Canoy seconded; motion carried.

Blackwood presented the following contracts for approval:
-Wilbert Hancock – drystack – Contract #76-2003-15-02 for $13,704. Knott made a motion to approve this contract; Alston seconded; motion carried.
-Darrell Wright – drystack – Contract #76-2003-16-02 for $16,740. Knott made a motion to approve this contract; Canoy seconded; motion carried.

There being no further business the meeting adjourned at 8:10 a.m.
